Leeds Federated is continuing to develop new housing which offers value for money for the organisation and is affordable for our customers.  We are committed to delivering 1,500 new affordable homes over a ten year period.

This is an exciting opportunity for an Assets Analyst to join our Assets team, to be part of the delivery of our future planned works and energy targets. The main purpose of this role is the analysis of data to maintain and improve our properties into the future

 

Your main responsibilities will include:

  • Strategic NPV modelling for investment and divestment purposes
  • Smoothing and modelling of Stock Condition information
  • Ensuring our Asset Information and BI reporting is the best it can be
  • Providing information for bids and tracking KPI’s
  • Planning homogenised rolling programmes of lifecycle and energy works
     

Our ideal candidate will:

  • Be a strong communicator who is able to liaise effectively at all levels
  • Have experience of rdSAP, SAP and energy calculations, HHSRS, Decent Homes, Surveying techniques
  • Have knowledge of Procurement rules, Building Regs, Current Legislation
  • Have a flexible and innovative approach
  • Will ideally have experience of PAS 2030/2035, Energy Funding Streams

About the role:

Your core role and focus are all about taking the lead as an Assets Analyst in ensuring asset data held and collected is fit for purpose, meaningful and available for asset performance assessments and updated from survey and planned programme outcomes.

  • Your role will contribute towards the development of detailed and clearly targeted stock condition programmes, which ensure the right work is carried out at the right time, maximising component lifetimes, and reducing unplanned reactive repair / void spend.
  • You will be empowered to provide a forensic understanding of stock performance across the Leeds Fed portfolio and be able to communicate and demonstrate clear investment / divestment requirements.
  • To liaise and work with stakeholders, such as contractors/developers, funders, local authorities and consultants, with internal departments within Leeds Fed, and most importantly with our current customers.
  • To work within the Association’s Equality and Diversity policy and ensure that your Health and Safety responsibilities are carried out in line with the Association’s Health and Safety Policy and procedures.
  • To ensure that the Value for Money and Procurement policies are applied to your duties and activities, as appropriate, and that you contribute to the organisation’s culture in this regard

 

1. Asset Management Activity

  • Provide excellent business support to the Assets Team
  • Contribute towards the Association’s work on it’s Asset management System, Asset Liability Registers and Asset Return Models
  • Work with other members of the Asset management team and wider Assets team to provide support on projects as required.
  • Have attention to detail and ability to succinctly articulate analysis and opportunities for improvements to Leeds Fed’s stock portfolio
  • Conversant with asset management systems and creation of asset management reports and dashboards on Asset management systems and BI reporting
  • Understanding of the Decent Homes standard, reduced data Standard Assessment Procedure (rdSAP) measurement and housing health & safety rating system (HHSRS) rules & measurement
  • Experience of utilising ‘smoothing’ and ‘modelling’ techniques for planned programmes
  • Experience of using asset management matrix methodologies and NPV models to enhance investment or divestment decisions
  • Experience of survey technology software and production of asset condition programmes
  • Ability to provide technical guidance and training for surveyors
  • Ability to create healthy and constructive partnering relationships with all internal & external stakeholders
  • Creating (building) annual budgets for the organisations customer safety, service delivery, quality standards, Energy targets and investment needs
  • Using your expertise and fresh thinking to implement innovative ways of working and ensuring we stay ahead of the curve on approaches to asset management
  • Supporting Leeds Fed’s Asset managers in developing their asset management, construction, building maintenance and analytical skills & knowledge
  • Applying your specialist skills to support colleagues across the organisation in ensuring that homes are well-managed and supported to perform well.

 

2. Energy Initiatives

  • Provide stock analysis for grant funding, Create homogenised programmes of energy work that fit with standard housing component replacement programmes
  • Feeding into and helping to shape the energy efficiency strategy
  • Creating homogenised plans for the interaction of lifecycle replacements with Energy targets
  • KPI setting and measurement of energy initiatives
  • Complete and submit bids for grant funding to help Leeds Fed reach it’s targets
  • Extraction of data sources from within Leeds Fed and externally to give us the best information possible to establish energy baselines for the stock
  • Interrogation of existing data and extrapolation and use of inferences where required to ensure the stock portfolio data is the best it can be

 

3. Data Management

  • Ensure effective communication channels are maintained with all stakeholders to ensure delivery of targets.
  • Data analysis and production of programmes of work for a rolling 5 year programme
  • Assist the Asset manager in consultation on 5 Year rolling programme
  • Data analysis and production of programmes of work for 10 and 30 year programmes of work
  • Identifying and detecting good, marginal and poor Net Present Value (NPV) and social objectives performance from Leeds Fed’s portfolio
  • Producing condition programmes to offer reliable and accurate data for use in financial planning / borrowing, investment in stock and keeping customers safe
  • Ensuring stock condition surveyors / consultants are equipped with the tools and have the skills, knowledge and experience to deliver the stock condition programme to target
  • Providing analysis of Asset performance in determining investment / divestment needs to optimise future return on homes
  • Analysing repairs and voids activity to inform Leeds Fed’s investment needs, to improve the quality of homes and improve the customer experience
  • Working with internal & external customers to build local knowledge and context into asset management and planned programme production
  • Undertaking smoothing and modelling of the planned programme to optimise timing of investment in homes and enable contractor delivery / continuity
  • Applying quality standards to Leeds Fed’s portfolio to ensure a consistent standard of home is provided and customers are kept safe
  • Creating a dynamic 30-year planned programme for use in financial planning and creating visibility for internal and external customers.
  • Undertaking quality assurance checks to support data integrity
  • Developing reporting requirements and platforms to showcase planned programme, stock condition and asbestos for proactive / predictive use

 

4. Legal and Statutory Obligations

  • Take responsibility for ensuring work is carried out in accordance with statutory and legal requirements
  • Ensure that all work fulfils the Association's legal and statutory obligations (e.g. Health and Safety at Work Regulations, Planning, Building Regulations and Gas Safety Regulations, Housing Acts, Race Relations, Equal Opportunities and Sex Discrimination Laws
  • Take the lead role on administration of the asset management systems (Currently Asprey)
  • Implementing a data integrity strategy which ensures all data is accurate and pinpointed for collection and being part of the organisations data management group (DMG)
  • Track record of managing data quality assurance processes

 

5. Corporate Role

  • Consistently meet the organisations strengths in your day to day work
  • Work within the organisation’s Health and Safety policies and procedures taking personal responsibility for your own wellbeing
  • Work within the VFM policy and consider wider business sense in all aspects of your role

  • Communicate effectively and work productively with all staff
  • Carry out a regular check of the website and intranet particularly in relation to your own areas of the business.
