This is an exciting opportunity for an enthusiastic, motivated and efficient Project Manager to play a key role in continuing the delivery of outstanding services, making a difference to the lives of our customers that live in our homes and communities.

Based within the Assets function, you’ll work with the Asset Manager - Planned and Energy on the delivery of the planned maintenance programme, energy improvement works and other asset management activities. 

 

Within this role you’ll be responsible for:

  • Managing the delivery of designated programmes to ensure works are fully ascertained, validated and established
  • Assisting with the formulation of realistic budgets for the planned maintenance programme within agreed timescales
  • Managing the delivery of designated projects in line with organisation policy and procedure
  • Carrying out necessary contractor consultation, ordering and management including working with partner contractors to ensure the robust validation of proposed programmes
  • Ensuring the preparation of professional, clear and accurate specifications for the purpose of obtaining quotations / tenders which demonstrate value for money
  • Assisting contractors in gaining access to customers homes for the purpose of undertaking planned improvements and related works

Our ideal candidate will:

  • Have excellent people, project and contractor management skills
  • Be experienced in construction and maintenance, ideally within the Housing Association or Local Authority sector
  • Have experience of working with tenants, budgets / budget control, performance monitoring and statistical reporting techniques
  • Be computer literate (experience of a computerised reporting system would be advantageous)
  • Ideally be a qualified Domestic Energy Assessor
  • Ideally be a member of a suitable organisation ie - CIOB, BIAT, RICS 

Purpose:

To ensure the provision of a customer-oriented Maintenance service and other Asset Management activities which is responsive to organisation and neighbourhood priorities and provides value for money, maintaining the Association's investment in its property portfolio. Monitor the performance of contractors, ensuring agreed standards and prices are achieved.

Planning and delivery of Projects

• Liaise with Assets and other colleagues to establish local priorities for planned maintenance

• Manage the complete inspection process in your designated programmes to ensure works are fully ascertained, validated and established.

• Assist with the formulation of realistic budgets for the planned maintenance programme within agreed timescales as set by the Asset Manager & head of department

• Manage the delivery of designated projects in line with organisation policy and procedure.

• Carry out necessary contractor consultation, ordering and management including working with partner contractors to ensure robust validation of proposed programmes.

• Ensure the preparation of professional, clear and accurate specifications for the purpose of obtaining Quotations/Tenders which demonstrate value for money.

• Deal promptly with any staff and customer requests or complaints in line with the complaint's procedure.

• Ensure that planned works programmes are accessible for all staff and agencies to view.

• Ensure that programmed works you are responsible for are committed by the end of January in any programmed works year and final account confirmed by the end of March in any programmed works year.

• Identify areas of risk and assess removal / avoidance measures in accordance with policies, contractual agreements, good practice or other sources • Assist contractors in gaining access to customers’ homes for the purpose of undertaking planned improvements and related works.

• Manage planned works delivery utilising the Asset Management System, ensure that the system remains updated and ensure that current and future programmes are costed and available.

• Assist in forming future planned maintenance partnerships, including steering groups and similar, to include providing information and attending meetings.

• Ensure that contractors provide necessary contract details (H&S details, insurance details, records or qualifications) Ad hoc Projects, Energy improvements & retrofit Act as Project Manager for other specific projects and other asset management activities as directed by the head of department

• Engage, lead or manage on other activities as instructed by the Asset Manager / head of department from time to time

• To manage the delivery of curtilage improvement works in line with organisational policy and procedure

• To manage the delivery of Energy improvement and Retrofit works in line with organisational policy and procedure and compliant to the PAS2035 standards and framework

• Carry out the various roles under PAS2035 as required and undertake further qualifications if required

• Contribute to policy formation

• Carry out surveys as required for programme verification and assist in the development of future programmes of work as required

• Participate in appropriate maintenance and other applicable forums and contribute to the development of the Association wide maintenance and planned works services. Customer / Stakeholder involvement

• Carry out resident consultation process meetings and collate and acknowledge results and act on any recommendations or outcomes.

• Review and acknowledge customer satisfaction results, feedback results and key themes to contractors and implement any recommendations made with a view to continually improving the service.

• Act as point of contact for customers receiving planned works. Staff Involvement/awareness

• To assist in the production of regular performance reports.

• Assist in collating and publishing performance information to internal stakeholders, customers and external parties including procurement consortia.

• Provide accessible and user-friendly information to staff via meetings, Connect (the association’s intranet) on the status of delivery of contracts.

• Work with other members of staff to ensure access to properties is made available.

• Effectively liaise and work with all internal departments and external partners of the Association

• Ensure Financial Standing Orders are adhered to.

• Assist in ensuring the production of various financial and statistical reports, i.e Performance Indicators, expenditure against budget, number of jobs completed and outstanding.

• Assist in ensuring the efficient management of compensation and recharge policies and procedures. Contractor Monitoring

• Effectively manage the Contractors to ensure sufficient spread of workload and that competitive prices are obtained.

• Assist in the production of contractor performance reports for Committee analysis.

• Constantly monitor the performance of contractors, including holding regular contractor performance meetings, carrying out post inspection/quality audit checks of works, and recommend appropriate corrective action where necessary.

• Collect, monitor and report on contractor performance KPI’s (cost, quality, time) ensuring targets and forecasted levels of delivery and performance are delivered Legal and Statutory Obligations

• Ensure that all contractors and work fulfil the Association's legal and statutory obligations (eg Health and Safety at Work Regulations, Building Regulations and Gas Safety Regulations, Housing Acts, Race Relations, Equal Opportunities and Sex Discrimination Laws.

• Identify areas of risk and assess removal / avoidance measures in accordance with policies, good practice or other source.

• Ensuring that contractors fully comply with H&S requirements and notify the HSE with regards to statutory obligations. Ensure that the Association and all associated stakeholders are compliant with their individual roles and responsibilities under the CDM2015. Includes acting in the role of Client and/or Principal Designer for programmes or projects for which you are responsible.

Specialist areas Disrepair surveying and Dilapidation surveys for Divestment:

• Knowledge and understanding of Disrepair Protocols

• Ability to survey properties and create a Scott schedule

• Ability to undertake dilapidation surveys and produce a bill of quanties using a schedule of rates

• Demonstrates a good knowledge of building diagnostics To contribute to the effective running of the Assets Department and to stimulate and encourage a culture of continuous improvement

• Works with colleagues to deliver high levels of performance

• Makes recommendations for change to improve the quality, efficiency, and effectiveness of services

• Participate effectively in meetings.

• Work with your manager and head of service in ensuring continuous improvement in the department’s activities.

• Participate in service reviews and other service development activity and implement recommendations for improvement

• Participate in ad-hoc project work as required
